The article presents the results of studies that show that today it is important to review and develop approaches to the management of companies’ human capital that we need to keep addressing from three aspects of staff and human resources management. However, we need to more clearly distinguish not only their functions but also their role and charge in the organization. We show that today there is "imbalance" in their functions and charges, which leads to unnecessary costs of enterprises for formation of human resources and inadequate economic benefits from their use. We suggest measures to eliminate this shortcoming, including through changing the status of these units. We suggest to give staff management departments support function, and at the same time attribute the function of human resource management to the main function of the enterprise. This approach is innovative, as it changes the established system of enterprise management.
