Abstract:

We present three-dimensional model of staff as an object of management. This approach is due on the one hand to the terms of the current socioeconomic environment, and on the other – to naturally fated development of the theory of personnel management. It is proposed to take into account three key vectors in personnel management – "strategic asset","human resources", "personnel ". As the management function is selected the qualitative improvement of personnel (development), namely, the intellectualization of staff.
