At the present time development trends of the economy and the widespread introduction of digital technology require revision of approaches to management of budgetary educational institutions of higher education and the application of new methods to improve the efficiency of their operations. One of these methods is functional-cost analysis, which allows not only to compare the functions and costs of their implementation, given the importance of these functions, to identify reserves, but also to propose measures to improve management systems, including personnel management. In the article on the basis of functional and cost analysis performed on the example of the university personnel management, the inconsistencies of the importance of functions and the costs of their implementation are revealed. The authors propose measures to optimize the personnel management system, concerning the redistribution of functions between employees, improving the organizational structure of management, elimination of duplicate functions, improvement of labor regulation. The implementation of the proposed measures will allow to achieve savings in management by reducing the cost of performing functions. In general, the functional and cost analysis contributes to resource saving and improves the efficiency of the organization.
