We define “illusory labor market effects“and show the need to take into account the speed of technological change for employment management, economic growth, with considering the comprehensive impact of digital technology. We study the concepts of job responsibilities, competencies, competence, professional standards, as part of the job description content. We give examples of new skills for the office worker and technical specialty, created in response to changes in ICT, the widespread digitalization of the economy. We describe conditions and factors affecting the content of a real-life vacancy posted on the website. We show that the use of the borrowed competency model, the qualification level of the contractors working on the vacancy content, the volume of the budget for recruitment, the efficiency of budget use, the requirements of the state bodies in terms of labor legislation, labor protection and vacancy advertisements create the "illusory effect" in the display of the vacancy. We note that the multidirectional impact of ICT on the "illusory" status of the labor market.
