The article considers the conceptual basis for the implementation of the competence approach from the perspective of educational and business, in the frameworks of which we identify the key stages in the development of the competence approach in the system of higher professional education, the stages of the formation of the direction of HR managers training in the context of Russian educational standards. We present characteristics of synchronization of existing educational and professional standards; their effective interaction is ensured by the competitiveness and demand for modern graduate of the University. We characterize the GEF bachelor's competence in the field of training "Human Resources Management" from the standpoint of knowledge, skills, and directions for their implementation; we carry out a comparative analysis and comparison of this educational standard with the professional standard of "Personnel Management Specialist", which results in the proposed algorithm for synchronizing labor functions and professional competencies and designing University curriculum .
