The article considers the coaching model as a new form of counseling, mentoring and training of heads of public service, which allows solving the problems of an individual and an organization in general. Coaching is a modern approach to management, which allows fullfilling the goals. The paper analyzes the correlation between coaching and management consulting, and motivation factors of civil servants. The author has developed a model of coach-counseling for the heads of public authorities.
