The article reveals core competencies, which a head of a health facility should possess. We give the definition of core competencies, which the heads of health facilities acquire and methods for improving these competencies.

Becoming a good manager requires more than personal qualities.
Female staff is prevalent in outpatient clinics, amounting for 83.5 % of the total staff.
In the overall staff system in outpatient clinics the majority of staff has specialized secondary education, fewer personnel has secondary education, and others have higher education.
