Abstract:

The article examines the possibility and prospects of improvement such important for every employee document as the job description during the transition to professional standards. Opportunities are open when the criteria of smart goal setting are applied defining the responsibilities of employees. By applying these criteria, the tasks become more specific, agreed upon, realistic, balanced resources, and results of performance become measured. High quality formulation of the problem largely determines the accuracy and quality of its performance.

Highlights:

• ability to convince the employee to perform work not simply somehow but with maximum investment powers and forces – this case, among others, expresses the art of leadership
• if employees do not agree with the goals, considering them too difficult, they have an incentive to fail to prove that they were right, defining the goal as unattainable
• in Russia, there are lots of bureaucrats, but the lack of a full-fledged bureaucratic management model
• a full-fledged bureaucracy is more conducive to restore order in organizations and achievement of their high efficiency than reliance on liberal values
• with the creative workers it is particularly difficult to regulate and schedule the work
