Modern character of development of territories and definition of priority directions of strategy of social and economic development demand the adequate mechanism of management of personnel potential of the region. This problem is of particular relevance for the industrial complex, the development of which should be carried out on an innovative basis. The study was conducted on the example of the Lipetsk region. The article analyzes the factors that negatively affect the development of the industrial complex of the region and the use of its personnel resources. Close attention to them from the regional authorities will bring the performance of the industry to a higher level. The key problems of personnel potential management of the industrial complex of the region are revealed. Their negative impact on the development of the regional economy and labour market is proved. Within the framework of the proposed system approach to personnel potential management, the necessity of developing and approving the Concept of personnel potential management of the industrial complex of the region is substantiated. The implementation of this Concept in the future will ensure the growth of economic indicators on an innovative basis.
