Abstract:

In the conditions of transition to the innovative way of development a necessary condition for the growth of competitiveness of any region becomes human resources. Identification of the factors influencing its size and development allows to develop and implement in practice the mechanism of increase of personnel potential of the region to regional authorities. The article deals with the theoretical aspects of the category "human resource potential of the region" and approaches to the classification of factors affecting it. Special attention is paid to the education system and the level of remuneration as priority socio-economic factors. It is proved that they determine the effectiveness of the formation and subsequent development of regional human resources. The content of the concept "human resource potential of the region" in relation to the conditions of innovative renewal of the economy, which is more convenient to use in strategic management, is refined. The key actions in the mechanism of improvement of personnel potential of the region directed on changes in system of professional education and the solution of problems in the sphere of compensation are offered. They will improve the quality of human resources and the effectiveness of its use in the future.
