The article presents the results of research related to the study of feminization of Russian science and higher education. The results have cast doubt on the effectiveness of Government policy in this area of activity as it directly or indirectly contributes to the reduction of the proportion of males in the core staff of research institutions. The main reasons for the feminization of scientific personnel are as follows: relatively low wages of scientists, a long time lag of professional career development; low social prestige of the profession and numerous reductions in the number of teaching staff and researchers in modern Russian scientific organizations and institutions of higher education. All this together leads to a decrease in the efficiency of research and the movement of staff interests from achieving results to the formation of a report on the work done.
