The article presents the analysis of the dynamics and legal nature of the minimum wage in Russia. Some problems associated with minimum wage regulation have been identified. In particular, it is justified to establish as a minimum social guarantee for labor payment a salary or a tariff rate for a unit of time worked and to legislate the charging of all surcharges for working conditions on top of its value. It is also shown the effectiveness of the establishment of the minimum social security guarantee for labor at the sectoral level. It is shown that employees of enterprises not covered by sectoral tariff agreements lack the same social guarantees provided by enterprises - signatories of agreements of this kind. An important problem was the inadequate mechanism of indexation of the minimum wage in Russian organizations. In connection with the above problems, a number of measures are proposed to address them, such as the introduction of the minimum wage or salary instead of the minimum monthly wage; conclusion of sectoral regional agreements as the minimum social guarantee for all workers in the industry in the region; the development of the clear mechanism for indexing wages.
