Abstract:

Working time, along with traditional factors of production, is a key economic resource for the production of goods and services and contributes to competitiveness at all levels of government. The article discusses the factors contributing to the filling of the paradigm of assessing the use of working time new socio-economic content. The modern paradigm has made it impossible to calculate the traditional indicators of assessing the use of working time and necessitated the study of labor absenteeism. The use of the term "labor absenteeism" in Russian literature is characterized by high theoretical, methodological and methodological uncertainty. On the basis of the analysis and generalization of the existing domestic and foreign experience in assessing the use of working time, the author's interpretation of the concept of "labor absenteeism", the interpretation of its socio-economic content, essence is given. The classification of species and the system of indicators of labor absenteeism are proposed. The assessment of labor absenteeism is intended to be the basis of a professional approach to investing in labor efficiency, the main incentive for the search and implementation of long-term competitive advantages of the working time resource in the organization.
