Negative trends in the development of Russian economy over the past few years and disappointing forecasts for their deprivation require the search for synergistic mechanisms for economic stimulation, which can activate economic and investment activities and provide structural and technological modernization of the production complex. These mechanisms include the creation of industrial parks which is a popular format for organizing industrial production. However, despite the demand for such an organizational structure of localized industrial production and the rapid growth of the number of Russian industrial parks, we may mark their weak development, low number of residents and low investment attractiveness. Further development of Russian industrial parks largely depends on redefining their essence, on improving the methodological foundations for planning, creating and developing industrial parks. The article presents the results of theoretical and methodological studies on industrial parks, formulates the requirements for the conceptual foundations of their formation. Based on the obtained results, the author suggests new conceptual models of the macroeconomic and microeconomic environment of the industrial park, the model of its functioning and the management model based on the analysis of regulatory and legal documents in the field of industrial production.
