The article analyses the problems of overcoming the deficit of highly qualified specialists with higher education, workers of medium and low qualification in the modern high-tech business. We also analyze the development of market structures in conditions of labor market constraints. We show that when there are monopsony and monopoly in the labor market, the optimal number of employees and the optimal wage rate have a different meaning from the position of the employer and the trade unions. At the same time, the trade unions and employers create a double monopoly on the labor market. We show the structures of the deficit of human resources by skill level and by types of economic activity in the Russian Federation and the Czech Republic: "Manufacturing industries", "Research and development", "Education". On the basis of the analysis of the deficit of human resources we suggest recommendations on the formation of a human resources management strategy in order to improve the efficiency of a high-tech enterprise.
