The authors discuss the formation and development of regional innovation clusters in the regions. Author's systematization of elements of cluster-oriented policy is proposed in the article. In particular, it is proposed to develop forms of public-private partnership, as the consolidation of the resources of enterprises, organizations and institutional entities will ensure the inflow of investments and efficient interaction of the elements of the innovation infrastructure. Also it is advisable to develop programs and development projects by maximum use of the potential of key economic sectors of the regions that may become centers of regional clusters. The data from the Rostov region was used as an empirical basis. The strategy is considered effective, if its implementation will be the best use of the potential of the territory, and if it will strengthen its position in the domestic market. The article presents a SWOT matrix, shows both favorable and adverse events that may have a negative or positive impact on the situation in the area. The main strengths are the presence of a developed engineering infrastructure and the possibility of increasing its capacity, and most importantly the availability of investment areas for the implementation of investment projects and the willingness of the administration to act as guarantor to the investors and to co-finance the projects. In conclusion, the recommendations have been made for the development of cluster-oriented regional economy.
