Modern innovative development of Russian universities actualizes the study of these processes’ impact on the emerging new forms and methods of managing their human capital. The use of the main achievements of a scientific thought, developing in the context of the human capital theory, as applied to higher education, allows to evaluate the real consequences of innovation transformations in the field of higher education. The complexity of the assessment of this impact identified the need to form objective criteria for this assessment, which is based on the comparative analysis of traditional and innovative human capital management, conducted by the authors. Analysis of the current method of human capital formation, namely the competence approach, allowed to formulate its future development paths.

► under the term of innovative management of human capital we comprehend a special kind of administrative activity aimed at the forming and developing of human creative potential in conditions of an unstable internal and external environment of the organization, but complement and develop it by means of the detection of special conditions of human capital management and the distinctive characteristics of its innovative management
