The article discusses the essence of benefits package and reviews the approaches to its definition. The authors propose to consider benefits package as a universal system of incentive payments aimed at development of an organization’s labor potential. They analyze the structure of benefits package and the factors which have an impact on it, as well as the influence of assessment of working conditions and forming of benefits packages in medical institutions of Sverdlovsk region.

► every organization faces the issue of attracting and retention of employees; this problem is especially acute in the healthcare system
► currently, Russian scientists carry out an active study of the essence and forms of benefits package; there are three approaches to the essence of benefits package
► summarizing these approaches, we can conclude that benefits package can be considered as an additional benefit that improves the quality of employees’ life
► the state benefits package is subject to the Labor Code of the Russian Federation; the labor legislation provides a significant number of guarantees and emoluments to employees which are listed in articles 167–188 of the RF Labor Code
► the social form includes both monetary and non-monetary payments; however, the distinctive feature of the social form is the extension of social security for employees
► the purposes of benefits package are the search and retention of skilled workforce in organizations, as well as development of their human recourses
► adoption of the Federal Law of the Russian Federation dated December 28, 2013 No. 426 FZ “On Special Assessment of Working Conditions” allowed defining the working conditions which can be qualified as hard, harmful etc.
► despite the absence of the notion of benefits package in the legislation, this category becomes an integral part of employment relationships under the market conditions and covers both the private and public sectors of economy
► having analyzed the reasons why doctors change their employment, administrations of hospitals developed the List of Additional Leave and List of Salary Increments for Seniority of Staff
► medical institutions developed additional benefits and emoluments such as corporate housing or compensation of rental expenses
► since junior medical staff is granted less benefits, we can observe constant personnel turnover, which is explained by a wider range of functions performed by this staff category
