The article discusses the problem of investment support aimed at import substitution of food products. An economic and mathematical two-criteria model enabling to obtain optimized values of production output and investments in the food industry has been proposed in the present work. Model calculations have been carried out using the data of the Development Strategy of this industry until 2020. The author provides values obtained for the three different variants of import substitution or filling-up of the domestic market with domestic products.
