Abstract:

The author investigates the aspects of the interaction between the key actors of regional innovation systems and the factors that have an impact on its efficiency. The article substantiates the reasonability of the establishing of the strategic management mechanism for the human capital assets of cluster groups in order to prevent the opportunist behavior on the part of the staff of their enterprises.
