Abstract:

An analysis of various programs is conducted based on the study of foreign experience of supporting small and medium-sized business, and conclusion on the need for using the concept of ecosystem of skills development as a system-forming for organization of state support to ensure human capital for SMEs is made. It has been established that the role of government in this process is paramount, providing institutional conditions and political context of the formation and operation of such a system.
