The article deals with topical issues of management of structural transformations and industrial development, when it is necessary to take into account the ability of the industry to self-organization, adaptation, susceptibility to control actions, the formation of dynamic responses to the manifestations of risks and threats to the object of management, protection (survivability) from the manifestation of external influences. The purpose of the article is to identify the priority areas of structural reforms in the Russian industry, which include reproductive, technological and modernization, cluster-sectoral, market-competitive and social transformations. The hypothesis of the study is that the formation of a strategic planning system will improve the efficiency of capital use in industry and solve the problem of capital outflow from the economy. The novelty of the study is determined by the conditions identified on the developed cognitive map on the problem of research, in which it is possible to successfully implement targeted structural reforms in the following areas: the formation of a system of risk-protected strategic planning, information and organizational study of its institutional framework, financial support in the development of innovation, investment, financial infrastructure through the elimination of capital outflow, in ensuring the objects of structural policy of administrative, investment and credit impacts., information in the industry. As a result of the work, the main objectives for the economic objects involved in the transformation are analyzed, the assessment of the degree of infrastructure development in the industry is determined, the stages of industrial restructuring are emphasized, the analysis of the fundamental concepts in this area and the legislative framework is carried out and a cognitive map is developed.
