An important condition for the effective activity of an organization is a competitive labor potential that can support the implementation of the chosen strategy. The article analyzes the concepts of "labor potential," "human capital" and presents the results of an expert survey of managers and specialists involved in personnel management, organizations of the Irkutsk region. The purpose of the research is to study the characteristics of labor potential management at the level of organizations that have adopted strategic approaches. It is revealed that the functions of personnel management are not always assigned to specialists with specialized education and they don’t meet the requirements of the professional standard "Personnel Management Specialist". The actual ratios of the number of employees per employee of the personnel service in the organizations of the Irkutsk region related to various types of economic activity have been calculated. A comparative analysis of the existing relations with the approximate standards of the number of personnel in the department of personnel service was carried out (according to the materials of J.M. Ivantsevich and A.A. Lobanov). Based on the analysis of the functions performed by the personnel management services, the priority functions were identified, as well as the functions to which less attention is paid. According to the study, it was concluded that the task of creating a competitive labor potential with regard to environmental changes, which allows organizations to survive in the long term, has not yet become a priority for all enterprises and organizations of the Irkutsk region. However, many organizations have already adopted a strategic approach to managing their labor potential.
