Summing up the implementation of the first stage of the migration policy, we can say that only one of the stated six points of the first stage has been implemented, and all the other points have been implemented either partially or not implemented at all. The emphasis should be changed from the legal status of migrants to their active participation in the socio-economic development of Russia. Migration policy should not follow the tightening of legislative norms, but should encourage migrants to work in the legal field and timely exit from the territory of Russia upon completion of employment. Changes in migration policy should be aimed at minimizing the spontaneity of migration flows, closer interaction with the States – the main suppliers of foreign labor to the Russian labor market.
