In the article the author considers the issue of the existence of the process of certification of workforce in the information environment in the context of the competence approach. At the beginning of the article, the author defines social passport as identification attribute of a person. Then he considers the reality of the passport system, the concept of bio-metric passports, features of its use in modern conditions, as well as the possibility to replace an ordinary (civil) passport by biometric passport. After that the author identifies the existing and promising directions in the application of digital individual identifiers and thinks about the emergence of a special phenomenon, namely, the socio-economic identification of a person. The author delves into the issue of identity in modern conditions, and the ability of an individual to integrate into the information environment. Then the author focuses on the fact that the identification of the workforce in the information environment is possible through the competence inclusive in the format of identification unit for various characteristics of the individual. The author elaborates the concept of «information environment» in the context of a «well ordered society», suggesting as a factor of its improvement the introduction of the so-called «systems of control and access management» in modern socio-economic conditions, in which we see a unique practical manifestations and use of personal identifiers. The article ends with author’s conclusions that the passport of the workforce can be implemented at least in three main ways, namely, integrated form, clear separate type and biological-digital performance; the passport can be also defined by two classes: «demanding», corresponding to requirements of the competence set of the individual and «predictable», currently existing on labor market. As the result the author suggests his definition of the passport of the workforce and of the process of its certification in the context of the competence approach.
