The article covers the problem of minimum wage regulation in Russian regions. We analyze methodological approaches to minimum wage fixing. We classify means of differentiating the minimum wage applied in constituent entities of the Russian Federation. The use of territorial differentiation in the minimum wage is due to the considerable territorial extent of the regions and ensures a close correlation between the minimum wage and the subsistence level of a region of a constituent entity of the Russian Federation. The sectoral differentiation of the minimum wage calls for establishing the minimum wages by industry. Due to the fact that normative minimum wages instruments do not effect the organizations financed from the federal budget, the wages in organizations financed from the regional and local budgets are subject to regulation in the budgetary sector of the regions. In minimum wage regulation we mark out the approach based on differentiation by funding levels and mixed differentiation, including several indicators (regional differences, sectoral factor and financing source).
