The role of labor rationing in the domestic economy increases during innovative transformation. Lately labor rationing became widespread not only in industry but also in branches of the non-productive industry such as health care, education, cultural institutions, etc. In accordance with the Program phased improvement of the remuneration system in the state (municipal) institutions of the Russian Federation in 2012-2018 and with the corresponding normative documents of the Ministry of Labor and Social Protection of the Russian Federation, the formation of a labor rationing system applicable at industrial enterprises has been recommended. The formation of a labor rationing system regarding the fundamental principles ensures its dynamism and progressiveness. The article examines the principles of labor rationing from the point of view of various authors. It also revised the basic principles applied to modern conditions, and argues the feasibility of implementing of the highlighted principles .
