Abstract:

The author proposes a decision flow chart for closure of coal mines. He developed a methodological approach to determining the priority of liquidation of coal enterprises taking into account changes in their staffing structure.


Highlights:

► mass closure of coal mines has led to doldrums of municipal mining organizations and even entire Donbass regions
► one of the main factors determining negative social changes in the industry is social mobility
► the key factors influencing changes in the number of dismissed mine workers include the following: the share of a mine in the industrial production of the city, salary, unemployment rate in the municipal division, production profitability, and workforce productivity
► the methodological approach to predicting social mobility involves grouping mines which are subject to closure according to their average rate of staffing structure changes
► the rate of staffing structure changes is a measure of the dynamics of these changes; the economic feasibility of using this rate when making decisions upon closing unprofitable coal mining enterprises lies in the opportunity to obtain economic benefits
