Abstract:

Post-Soviet single-industry towns need major change. They are rapidly losing competition for investment, innovation and human capital. In addition, the position of post-Soviet single towns is deteriorating the technological revolution beginning in the world, which accelerates their lag. The article proposes a project to convert the usual post-Soviet single-industry town into innopolis on the example of the city of Sterlitamaka. Mass fascination with business activities on creation of high–tech products allows to solve the problem of single towns, which is relevant for today 's Russia, where everything depends on the only enterprise or sphere of activity. Jobs are emerging, the economy is diversifying, investment is attracted. A lot depends on the special creative atmosphere in the territory of the city. If a creative atmosphere is created in the city, conditions for the emergence of interesting, breakthrough projects appear, the concentration of creative thinking people accumulates. The creation of many such growth points in the Russian regions will give tangible growth for the entire economy of the country.

Highlights:

• The technological revolution is rapidly gaining momentum in the world, which dramatically increases competition between cities for innovation, investment and highly skilled personnel
• The most important problem that today faces "post-Soviet" cities with outdated economic structure and dilapidated infrastructure – as in a short time and without serious consequences to renew the brand of the city, and therefore to regain competitive positions.
• It is necessary to recognize that modern Russian single-industry towns are uncompetitive in world markets.
• Serious cardinal changes are necessary for the Russian single-industry towns for involvement of businessmen, investors and investors, at the same time it is possible to make use of successful foreign experience.
• It is important to develop a universal strategy to transform single towns into innopolis. The most important directions of such a strategy are the rebranding of the city, the formation of the core of the innopolis atmosphere, the mass appearance of coworkers as platforms for the emergence of creative projects, good information support, the production of high-tech and demanded products
• Creation of modern innopolis interesting for investors, entrepreneurs and tourists on the basis of single towns is an important basis for a sustainable growth strategy of the entire Russian economy.
