The article discusses aspects of improving the principles of state participation in entrepreneurial activity. The author proposed the Concept of development of state entrepreneurship, with the goal of introducing more efficient forms and mechanisms of entrepreneurship into the all-Russian practice. A set of measures is proposed to improve the institutional principles of state participation in business in the Russian economy, ensuring the creation of appropriate regulatory, organizational, financial and economic conditions to increase the transparency and flexibility of the state enterprise system. In the article, the author with reference to the entrepreneurial activity of «state agents» developed and refined a model of a special investment contract based on expanding the use of the tools of these contracts for the activities of business entities of the private sector that are taking on obligations to modernize state organizations and organizations with state participation.
