The article is devoted to the problem of measuring the availability of medical services. Based on the data of the sociological survey, the factors affecting the satisfaction of the population with the availability and quality of medical care at the place of residence were investigated. It is revealed that self-assessment of health status, age, territory of residence contribute to the measurement of satisfaction with the availability of quality medical services. The paper proposes and calculates correction factors in measuring the level of satisfaction of the population with medical care. Differentiation of the population of the Republic of Karelia in access to medical services on territorial and age signs is revealed. The study revealed the low availability and quality of medical services for the youth cohort in small towns, which can not but affect the quality of human capital in small towns of the Republic of Karelia.
