Temukuev Timur Borisovich – (The Russian Presidential Academy of National Economy and Public Administration)
The article discusses the option of energy assessment of the export potential of fuel and energy resources (TER) with the current commodity structure of exports and imports in Russia, when 60.37% of exports are mineral products, and 45.62% of imports – machinery, equipment and vehicles. Export proceeds from coal and oil are defined as the product of the price of their total mass, and for natural gas as the product of its price of the total volume exported. Funds received from the sale of fuel and energy resources are used to import a certain number of different goods. When taking into account the total energy costs, it may be more profitable to produce some goods in the country than to export fuel and energy resources for their purchase. To determine this, it is necessary to make an energy assessment of the project, that is, to determine how much energy will be spent on the production of an analog of imported goods. The amount of fuel consumed during the calculation period is calculated by dividing the total energy expended by the lower calorific value of the fuel used. Then, the amount of foreign currency earnings that can be obtained when it is exported is determined. If the proceeds can be used to purchase foreign goods more than it is planned to produce at the enterprise of its analogue, from the energy point of view, the construction of the enterprise in the country will not be justified. The same method can be used to solve the reverse problem, finding out which domestic products should not be produced, go to the purchase of their foreign counterparts. This will be justified in the event that the export revenue from sold fuel and energy resources, it will be possible to buy much more similar goods than the domestic enterprise. The article may be of interest to specialists engaged in energy justification of the feasibility of export and import of various goods.
