Abstract:

The government of the Russian Federation has submitted to the state Duma a draft Federal law on the state (municipal) social order for the provision of state (municipal) services in the social sphere. It provides mechanisms to enable non-governmental organizations to enter the market for public services, and its main objective is to improve their quality and accessibility. The draft law provides for appropriate competitive methods for selecting service providers. At the same time, for their effective implementation, it is necessary not only to have non-governmental organizations providing similar services in the social sphere, but also the ability of these organizations to compete with state (municipal) institutions. This necessitates an assessment of the ability of non-state organizations to compete. The article considers approaches to assessing the reality of competition between state and non-state organizations for the possibility of providing services in the social sphere.
