The article is devoted to the study and analysis of the comparative advantages of individual border areas in the system of international relations. The aim of the proposed work is a comparative analysis of the attractiveness of the border regions of Russia and Finland in terms of the development of tourism services. The hypothesis of the study is that the border areas have a higher ratio of the average annual income of the population and the cost of tourism services, because the border position increases the flow of tourists to the territory. The proposed work presents a methodology for studying and evaluating a number of comparative advantages of adjacent territories (Russia, Finland, North-West Federal District), analyzes the prospects of foreign economic relations and suggests calculating the ratio of the average annual incomes of the population to the cost of tourism services, which makes it possible to assess the attractiveness of tourist services. Comparing the economy of Russia and Finland by the ratio of the average annual income of the population and the cost of tourism services, we can conclude that Finland is much more attractive territory in terms of the development of tourism services. Comparison of trends and factors of development of Russia and Finland will allow to find effective ways of mutually beneficial cooperation of adjacent territories, as well as Russia and Finland as a whole. The results obtained can serve as a basis for the strategic documents of cross-border cooperation of the studied states.
