Abstract:

The article presents results of systematic diagnostics of the economy staffing problems in the Russian Arctic zone regions. These problems are deterrent to the sustainable development of these territories. The analysis allowed substantiating key changes in the Arctic regions development management, among which are common to all Russian regions and specific ones: the need for a balanced information policy, timely provision of qualitative information on the state and prospects of the Arctic strategic development, attractive opportunities for life and professional activity in the Arctic. Methodological approach to improving staffing is proposed. This approach is based on the best foreign practices, including the development of a transparent information environment of the Russian Arctic zone economy. The developed approach is universal and can be used in the economy management of other Russian Federation regions, taking into account fine tuning of regional socio-economic development features.

Highlights:

• The economy staffing is a factor of the regions sustainable development.
• The economy staffing problem in the Russian Arctic zone regions is the most acute in comparison with other Russian regions.
• The decision of staffing problems involves the integrated use of various methods, one of which is to overcome the information asymmetry.
• Sustainable development of regions is ensured by development of a transparent information environment of the Russian Arctic zone economy.
