The article shows the state of the regulatory framework of innovation development and innovation infrastructure of the Arctic territories. The presence of regulatory legal acts on innovations at the federal and regional levels was analyzed, and the conclusion was drawn on the insufficiency of the rule-making activity and the need for further improvement in this area. The development of innovative strategies of the Arctic regions on the basis of the Strategy for the innovative development of the Russian Federation for the period up to 2020 is required. The article provides the list of the main organizations included in the innovation infrastructure of the subjects of the Russian Federation, included in whole or in part in the Arctic zone of the Russian Federation. The innovation infrastructure of the Arctic regions is heterogeneous in its composition, since the regions of the Arctic zone of the Russian Federation differ significantly from each other in nature-resource and territorial conditions, have different level of socio-economic development, differ in a set of strategic documents determining their development. Innovation activities should be regulated by law and contribute to the development of innovation infrastructure in the Arctic zone of the Russian Federation.
