In the article the questions of development of the innovation infrastructure combining and integrating the resources of the system tetrad «production – business – science – education» are considered. The integrator and its component element are invited to consider industrial parks. Some institutional barriers have been identified that impede the implementation of their innovative potential and full functioning as part of the innovation infrastructure: the lack of a legislative and methodological framework for managing industrial parks, the ineffectiveness of the tax privileges system and the elements of the public-private partnership mechanism, the lack of innovators, poor adaptation to the external environment, centers, financial and marketing institutions, etc. Solving these problems will be the way to develop synergetic effects (including increasing the innovativeness of products and services) that can be translated into micro, meso and macro levels of economic relations, due to the structural openness and flexibility of industrial parks. The following are proposed as the main results of the research: identified 1) the key functions and areas of activity of the industrial park as an element of the innovation infrastructure; 2) the main elements of the innovation infrastructure; 3) the structure of state interaction, innovation activity and infrastructure; proposed 1) a model for the interaction of innovative entrepreneurship with the infrastructure of an industrial park; 2) recommendations on state regulation of innovative development processes.
