The Irkutsk region is one of the largest in the country in terms of the area of forests located on it (71 457.9 thousand hectares), and in terms of the total wood stock (8.88 billion cubic meters) it occupies one of the first places. As a leader in the volume of official logging, the region, unfortunately, takes the first place in the country in terms of illegal logging, resulting in environmental and economic damage to the region in billions of rubles. Harvesting of wood resources is a strategic industry for the development of the timber industry, in obtaining products of deep processing, which have increased demand both domestically and in foreign markets. Analysis of modern scientific literature indicates the lack of effective methods to prevent illegal logging and ensure transparent transactions with wood. The article discusses the mechanisms of regulation aimed at the elimination of illegal timber trafficking in the region, the causes and problems that do not allow to fully prevent the shadow business, expert assessment of the scale of illegal logging. A new mechanism for regulating the legality of the origin of wood – "a Pilot project for marking all harvested wood in the Irkutsk region", put into effect at the level of the decree of the President of the Russian Federation "on holding the year of ecology in the Russian Federation" (from January 5, 2016) and entered into implementation in the region in 2017, Shows a phased algorithm for the implementation of this project, its objectives, objectives and features of functioning. The legislative acts developed by the Irkutsk region to solve this problem and the successful implementation of the project are covered in detail. We consider the terminology of "marking" and the process of project implementation, in which as such the marking of wood is not used. The studied topic is aimed at preventing illegal origin of wood and is currently relevant and significant not only for the region, but also for a number of other regions of Russia, which are taking a fairly large set of tools, which in practice is ineffective.
