Based on the data of the sociological survey of public opinion carried out in 2016 in the Vologda region, the influence of external and internal factors on the propensity to entrepreneurial activity is estimated. According to the results of the analysis it was found that of the above groups of factors the greatest impact on business activities have internal, associated with a positive internal attitude, satisfaction with the situation, a positive attitude to entrepreneurship, as well as a good financial situation of the family and the presence of a high educational level. It is shown that among the external factors, the perception of the political and economic situation in the country and in the region affects the readiness for entrepreneurship. We emphasize that at the regional level, these aspects have a slightly greater impact on the propensity to entrepreneurship than at the country level. It is established that an important role is given not so much to the functioning of the political system, as to the institutional aspects related to the observance of individual rights and freedoms, with the ability to influence the situation in the country and in the region.
