In the context of limited resources, the possibility of ensuring the socio-economic development of the regions through the introduction of innovations has paramount importance. Among the many existing approaches to the assessment of innovative development of the territory considered foreign and domestic methodological approaches, differentiated by subjects and objects of evaluation, institutional environment, goals and objectives, criteria and indicators, as well as information base assessment. It is established that most of the considered methodological approaches are adapted to certain areas and their conditions, and practically do not take into account the specific features of the Arctic zone of the Russian Federation. The article proposes a number of recommendations necessary for the development of methodological tools to assess the innovative development of the regions of the Arctic zone of the Russian Federation, including taking into account the natural and demographic characteristics of the territory under consideration.
