The article deals with the positive experience of district heating set up and greening in Sweden based on analysis of Värtaverket CHP and Stockholm development. The transition of district heating to clean energy sources has led to significant improvements in city environment indicators. The use of large heat pumps that are used both for heating and cooling has also played an important role. The article analyzes the experience of district cooling system development as well as its integration into one unit with district heating. A special focus is given to the experience in establishing of an open platform for independent distributed heat suppliers which allows to integrate them in the district heating system and to utilize the low potential waste heat. This experience can be used by state and municipal authorities while preparing strategies for district heating systems development, as well as investment projects aimed at improvement of the public utility services.
