The article analyzes the relationship between innovation and economic growth models. Contradictions causing problems of innovative development of the Russian regions are revealed. the author carried out the analysis of existing approaches to the assessment of regional innovation development and identified their shortcomings, one of which is the use of a large number of quantitative rather than specific indicators. The method of evaluation proposed by the author is based on the comparison of localization coefficients in the regions of results and resources of innovative activity. The analysis of the regions of the Central Federal district carried out according to the proposed method allowed to identify the regions that develop the most and least effectively in terms of the ratio "resources-results of innovative activity". The technique allows to build a matrix of innovative development, which identifies four groups of regions in terms of resources and results of innovative development. On its basis, the most productive and showed the best dynamics in the field of innovation regions. It is proved that the construction of the rating of regions on the effectiveness of innovation is advisable, since, unlike the ratings used, it allows to take into account the relative size of the region, to group indicators on the principle of "resources-result" and can make significant adjustments to the idea of the quality of territory management.
