The goal of the article is to show the necessity and possibility of the organization of continuous and coordinated activities of organizations involved in the formation of professional qualifications. The article considers the world experience of national qualification structures. The authors have shown that national qualification systems enable all categories of stakeholders, including students, their parents, employers, employees, candidates for training from among the adult population, to determine their preferences in terms of ways of mastering qualifications and to gain recognition of the acquired qualification. The article presents the formation of the national system of qualifications (NSC) in Russia, the analysis of barriers to this process and ways to overcome them. The practical results of the implementation of state decisions on the formation of NSC in one of the depressed regions - Kostroma region. Analysis of the experience of creating a regional system of independent assessment of qualifications allowed us to identify four separate, but interrelated blocks: the organizational structure of the regional NSC is built; organizations that directly assess qualifications are created; effective process management technology is involved-program management; a system of monitoring and analysis of the implementation of state decisions on the development of NSC in the region has been developed and is in operation. Each block presents the mechanism of its functioning. In the analysis of the problem the authors use a systematic approach which led to the conclusion that it is necessary to rethink the value of formal and non-formal education, the value of professional experience as active technologies for the formation of qualifications, as well as the recognition that the "qualification" itself is subjected to intensive adjustment, which can be adequately answered only by continuous and coordinated activities of organizations involved in its formation.
