Abstract:

This article is devoted to one of the most actual topics in the modern reality of Russia: the problem of embedding universities in the regional context, correlating the goals of the development of the university with the actual needs of regional development. At the same time, it is noted that the reforms and changes that are being carried out, even out of the best of intentions, can keep our universities and regional innovation systems stagnant if the new program initiatives that are being developed do not meet the relevant laws and patterns of the composition of the new systemic relationships and institutional structures in the format of the university-region. This change in the place and role of universities in the issues of regional development qualitatively changes their missions, requires their revision, proceeding not so much from the consolidated opinion of the academic community, but from the unconditional necessity of positioning the university in the region as an actual and inalienable element of the development of the region. On the example of the Surgut State University, an algorithmic chain of step-by-step actions on constructing university interrelations with all key subjects of regional development, oriented to satisfying the outpacing needs of the basic subjects of the regional infrastructure in new knowledge, competencies, technologies, and the opportunities for highly competitive innovation development is mock-clipped.
