An attempt to analyze the changing regulatory framework under the implementation of the State migration policy concept for the years 2012-2015 and 2016-2020 has been made. The conducted analysis has shown that many of the changes in legislation adopted in this period, unfortunately, were not correlated with the postulates of the Concept, and they were a reaction to certain emerging socio-economic situation, and they were caused by internal interests, sometimes pursuing a corrupt purpose. Deviation from the goals and objectives of the Concept led to obviously negative consequences, such as: the increase in the number of illegal migrants, the lack of effective regulators of migration flows, their continued spontaneity, etc.
