The article considers the housing crisis on the territory of the northern edge of the European part of the USSR in the 20-30s of the XX century, the causes and measures to alleviate it. The study is relevant because the remnants of town-planning structures and the architecture of the housing stock of that time almost disappeared and there is almost complete absence of historical design materials with absolutely little study of the topic. The study was conducted using the example of Kamenka village, Mezen District and Arkhangelsk Region. The paper is based on the materials of the State Archives of the Arkhangelsk Region and the archive of the administration of the Kamenskoye Municipal Administration, home photographs and stories of the inhabitants of the village. We analyze historical, economic and social background of the existing housing construction situation. It is obvious that one of the ways out of the housing crisis in the 20-30s in the North, as well as in the whole in the USSR, was the creation of city-factories and settlements-factories. The village Kamenka is just a classic example of a village-plant. The results of the research will help to understand the real situation and can be used in scientific, special and popular publications.
