We need to consider the current state of life support for the population of Russia, first of all, in conjunction with interrelationship between government, business and society, that is, those who create life support, especially in housing and communal services, and those who exist under these conditions. At the same time, management companies need to solve the issues of managing multi-apartment buildings, using contractors on a competitive basis for works on the maintenance and repair of common property at home. In order to create real and effective competition in the market of housing and communal services, improve the quality and their accessibility, we present proposals for development and improvement of the housing and communal services management system through real interaction between authorities, producers, suppliers and consumers of housing and communal services, with more active participation of local authorities in it. The presented material and conclusions drawn are based on research by the authors of this subject and long-term active participation of one of them in the practical implementation of the housing and communal reform as a head of the economy department, tariff policy and the reform of housing and communal services of the branch ministry of the Sverdlovsk region. The materials of the article can be used by state and municipal authorities, management companies, students of economic specialties of profile universities, as well as general population interested in obtaining comfortable living conditions.
