The aim of the study is to identify the relationship between the onrush of excessive dairy products from the Republic of Belarus and development of their own domestic production and processing of milk. We consider achievement of indicators of the Doctrine of national food security of the Russian Federation, which involves milk and dairy products, by the example of Smolensk region. To identify this relationship, we analyze the level of milk consumption by the population of the Central Federal district, and identify the main reasons for the low consumption of milk and ways to stimulate demand. We analyze and compare the average milk consumption rate with the standards of the Ministry of health. We assess the status of the entire dairy industry of the Smolensk region and the impact of the purchasing power of the population and competition on it. The article considers the price advantages of Belarusian milk in comparison with the domestic milk; we also justify the consistent negative dynamics of displacement of local milk producers from the market by Belarusian exporters. The article reveals the negative and positive impact of the excessive share of imported Belarusian milk on agricultural producers of Smolensk region.

2. The development of the dairy industry in the region is hampered by cheap imported dairy products;
