Abstract:

Despite the considerable scientific reserve in the theory and methodology of the real estate market, the definition of housing affordability refers to a subjective category that has significant differences and implementation peculiarities in various socio-economic systems of the territories, which necessitates the argumentation of housing affordability as a criterion for segmenting consumers in the local residential market. The article presents the results of the analysis of primary housing market and segmentation of consumers by housing affordability in Penza. In practical terms, the results of the study will be useful for developers during formation of a strategy for positioning and promoting proposals for certain segments of the market.
