Abstract:

Innovative scenery of Russian economy development assumes priority of investments to human capital assets. At first sight Russia has no resource limitations for this task solving. Abundance of natural resources allows to accumulate most natural rent and to use it as investments in human capital assets. However such abundance does not always guarantee positive development of human capital assets. Active strategy of resource dependence negotiation is necessary for solving this task.
